Senior Resettlement Assistant

Organizational Setting and Work Relationships
A Senior Resettlement Assistant position is typically located at Multi-Country Office, Branch Office or Field Office. Under supervision, the incumbent´s primary role is to assist the supervisor in effective resettlement delivery of a given UNHCR Office in accordance with the UNHCR Resettlement Handbook, UNHCR Manual and relevant policy papers and publications. The incumbent provides important clerical and administrative support to resettlement operations and may as required take part in assessing cases for resettlement and conducting interviews. S/he maintains frequent contacts with the supervisor, relevant colleagues within the same Office or Offices under purview to exchange information and discuss issues on resettlement cases. Some contacts and communication at a working level are required with Embassy / Immigration Officials of resettlement countries, IOM as well as with other operating partners regarding resettlement issues.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
- Carry out preliminary interviews and initial assessments to process refugees for resettlement following established procedures.
- Prepare written documentation for resettlement submission; ensure that records / files of individual cases are updated in a systematic and timely manner.
- Assess and review individual resettlement cases and prepare individual / group submission for scrutiny by the supervisor.
- Provide persons of concern (PoC) with up-to-date and accurate information on UNHCR´s resettlement policies and procedures.
- Comply with UNHCR´s standard operating procedures on resettlement, ensuring timely action on cases.
- Follow up on cases from time of submission to final decision and departure; ensure effective in-country communication on the status and follow-up on PoC being considered for resettlement.
- Assist in maintaining and updating proGres or Consolidated Online Resettlement Tracking System (CORTS) database and provide technical support.
- Coordinate travel and departure arrangements for refugees accepted for resettlement.
- Organize logistical support for governments undertaking resettlement missions.
- Provide administrative support for resettlement-related training activities, including organization of resettlement workshops and meetings as required.
- Maintain accurate resettlement statistics as well as up-to-date records on individual cases; assist in the preparation of reports.
- Draft / type routine correspondence to Field Offices / Multi-Country Offices / Headquarters.
- Systematically apply an Age, Gender and Diversity perspective in all aspects of the resettlement process; comply with UNHCR policy and guidelines on HIV/AIDS.
- Assist in mitigating resettlement fraud by reporting suspected fraud.
- Recommend eligible cases for resettlement consideration.
- Provide counselling to PoC.
- Perform other related duties as required.

Desired Candidate Profile

UNHCR resettlement activities in Cameroon are coordinated by the branch office in Yaoundé and by two sub-offices located in Bertoua (overseeing the entire Central African Republic (CAR) population through the offices of Meiganga, Batouri, Touboro, and Djohong) and Maroua (overseeing Nigerian refugees), as well as by the field office in Douala. It is the strategy of the Cameroon operation to prioritize the resettlement of refugees based in field locations, and especially those who are living outside of camps. While financial resources are being allocated to cover for caseworkers’ missions to the field, it is possible that a high number of remote interviews with refugees located in challenging locations will be necessary.  
The quality of the logistics of the remote interviews varies greatly, based on the location of the refugee, the quality of the internet connection, etc. In the field offices in the East and North Regions such as Batouri, Maroua, Meiganga and Touboro cases are being identified and profiled by staff on the ground and by the Regional Bureau. Refugees are recognized on a prima facie basis and no physical files are available.

The Senior Resettlement Assistant will be conducting in-person resettlement interviews with urban refugees primarily in Yaounde and remote resettlement interviews with urban and non-urban refugees residing in other locations across the country, in order to meet the resettlement quotas assigned to the operation for 2022-2024.
Conducting remote interviews is easier in some locations than others based on internet connectivity. This requires a high degree of flexibility on the part of the Resettlement staff.

The Senior Resettlement Assistant will also be responsible to undertake profiling interviews particularly for refugees identified with resettlement needs in Yaounde and other offices based on the needs.  The staff will also coordinate with UNHCR partners and UNHCR units to ensure the vulnerable cases are identified and referred for resettlement consideration.
The Senior Resettlement Assistant will be responsible to coordinate and support resettlement country missions’ activities primarily taking place in Yaounde as well as in coordinating on the pre-departure activities through closely liaising with the IOM and the Field offices.
In terms of reporting on resettlement activities, the Senior Resettlement Assistant takes the lead role in compiling the weekly and monthly unit reports, ensures the programmed resettlement departures are well updated in ProGres database and Biometric Identity Management System (BIMS verification) exercise are undertaken for refugees in the resettlement departure pipeline.
The Senior Resettlement Assistant takes the lead role to coordinate on resettlement activities at Yaounde level as may be delegated by the supervisor and has the responsibility to ensure the continuity of the resettlement activities even during the absence of the supervisor.
As such the position requires an individual who is able to multi-task, prioritize tasks, work under pressure and still manage to deliver the expected results within the required timelines.

In order to successfully undertake this assignment, French is essential while excellent drafting and written skills in English is required. Furthermore, strong attention to detail and analytical skills are required for this position. The position equally requires an individual that can work with minimal supervision.
