Purpuse of the ROLE:

The overall objectives of these projects are to strengthen the livelihoods and resilience of host/refugee populations (5000) in the Adamaoua Region in the Mbere Department, Ngaoui, Djohong and Dir Districts by April 2023, and on the other hand to strengthen the food and nutritional security of host populations and refugees (8000) in the Adamaoua region through the establishment of livelihood activities and the development of productive assets that promote immediate recovery and market access.

The achievements of the project are linked to Plan International Cameroon areas of global distinctiveness (AoGD) and aim to promote children’s rights and equality for girls.


Main RESPONSABILITIES:

Under the supervision of the Project Officer, the Field Agent will have to perform the below main activities:

Spreading of tools and intervention approach defined in the framework of the project
Ensure the sensitization and mobilization of target groups around of the project
Planning and animation of all project activities in the target communities
Ensure the data collection linked to the activity implementation
Keeping up to date the beneficiaries sheet
Providing data concerning beneficiary participation at the different levels of implementation of project’s activities
In coordination with local stakeholders and the project officer, ensure preparation of supervision and evaluation missions
Performing all others activities on the request of the supervisor
Monitoring, Evaluation, Accountability and Learning

Follow-up of field activities:

Provide regular updates to project Officer and project Coordinator highlighting priorities and constraints according to agreed schedule;
Submit weekly situation reports;
Supervise and ensure strong coordination with other implementing actors.
 

 Problems solving:

The holder of the position has no authorization and will liaise with Project Officer and Project Coordinator for all related finance and administrative procedures under the leadership of PIIAM.  But his proactiveness will be key in planning and implementation of activities in the field.

Communications:

The field agent must maintain good collaboration and communication with beneficiaries, retailers, the complaints committee, and other stakeholders in the area.

Speaks and writes clearly and effectively; correctly interprets messages from others and responds appropriately; Adopts an appropriate communication style when communicating with the whole range of colleagues, partners, Children and communities; exhibits active listening and effective feedback; ability to clearly and convincingly express thoughts and ideas in written and verbal form.

Other:

Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE:

Education:
Holder of a GCE-Advanced level (Baccalaureat) or a diploma of technical agent, technician or superior technician in agriculture, breeding or rural engineering
 

Experience and qualifications :   

At least 02 years of experience in a similar position in an international or a reputable national organization
Have been working in the nutrition sector  will be an advantage
Experience of working with institutional donors/fundraisers (WFP)
Experience of working in zones where security issues are a concern
Be a holder of category B driving license and having experience in motorbike driving will be a plus
Ability to speak, read and write French or English and proven ability to speak other local languages such as Fulfulde or sango
Have knowledge of behaviour and people habits of the target area might be an added value
Being resident of the target area will be a strong asset

Knowledge

Demonstrated ability to provide supportive supervision to the community relay;
Approved skills in effective management of teams and / or group of people;
Willingness and ability to be flexible and accommodating in difficult and frustrating working conditions;
Knowledge of disaster risk reduction is an asset and is desirable;
Knowledge of education and the principle of DRR an asset;
Excellent written and spoken French with: written and spoken English language is an advantage;
Ability to work in emergency situations.

PHYSICAL ENVIRONMENT AND DEMANDS:

Ability to work under pressure and in remote area and in zones were security issues is a concern.

LEVEL OF CONTACT WITH CHILDREN:
High level- the job responsibilities of this position require the post holder to have contact with children on a daily basis. It is therefore expected that children shall be protected at all times.
 

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE:

Qualifications and Experience:

University degree in Social Science, agriculture or business administration and a minimum of 3 years of professional experience in livelihoods/cash operations with an emergency or development program or banking institution - required;
Previous experience with Plan International or a local partner organization or microfinance bank is – preferred.
Skills and Knowledge:

Demonstrated expertise and understanding of various cash transfer modalities;
Expertise in quantitative and qualitative methodologies, research, reporting and presentations;
Excellent management, coordination, teamwork, and planning skills, with a proven ability to work effectively with multiple counterparts in the private, public, and NGO sectors;
Good understanding of cash transfer policy and compliance requirements;
Excellent written and verbal communication skills in Fulfulde and sango, including excellent facilitation skills and proven technical report writing skills;
Familiarity with cash transfers, group organization and mobilization for safety net projects;
Ability to work effectively with diverse international teams;
Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform;
Strong technical skills, including the ability to use a digital platform for cash transfers;
Proficiency in Microsoft Office packages (Excel/Word documents).
Ability to travel throughout the country on short notice.
